I'm not sure about other languages, but with PHP you can use the Ming module to generate dynamic Flash objects. It offers a large number of functions and is easy to handle. Read more about the Ming interface at opaque.net/ming/
Then it's up to you what database you gonna use for storing the data for your flash movies. I use PostgreSQL just because I love PostgreSQL. Dude, you can do absolutely amazing stuff with those things. Especially, if you want to work with geometric datatypes...
